Lawyer Pasquale D'Angiolillo

I was born in Salerno on September 19, 1970, and raised in Ascea—a place to which I remain deeply connected. This bond stems not only from personal and emotional ties but also from the area’s extraordinary cultural heritage. Located near the ancient city of Elea, the birthplace of the Eleatic school of philosophy founded by Parmenides, Ascea has, since my youth, nurtured my passion for critical thought, logical precision, and the pursuit of harmony between reason and law.

I earned my classical high school diploma from the State High School “Parmenide” in Vallo della Lucania (SA), and later graduated in Law from L.U.I.S.S. “Guido Carli” University in Rome, with a thesis in Administrative Law.

My academic and professional training continued through specialized programs in:

  • Law of Local Authorities at the University of Salerno
  • Environmental and Cultural Heritage Law at the Second University of Naples
  • Public Management, through a second-level Master’s degree promoted by the University of Perugia, in collaboration with the Superior School of the Ministry of the Interior and IRI Management

I have also served as a contract professor in Administrative Law at the University of Naples “Federico II.”

I am the founder of Studio Legale D’Angiolillo (VAT No. 048384470658), based in Salerno at Largo Dogana Regia 15. I am registered with the Bar Association of Vallo della Lucania and included in the special register of lawyers authorized to practice before higher courts.

My practice is primarily focused on Administrative Law, with particular expertise in:

  • Public procurement and tenders
  • Urban planning and environmental regulation
  • Public services and public employment
  • Concessions, subsidies, and collective property rights
  • Education and healthcare law
  • Expropriations and land use

I provide legal representation before Administrative Courts—including Regional Administrative Tribunals (T.A.R.) and the Council of State—as well as in related matters before civil, criminal, and special jurisdictions, such as the Commissioner for Civic Uses, the Water Public Court, and the Court of Auditors.

Alongside legal practice, I am actively engaged in research and education, collaborating with universities, public institutions, and private organizations as a lecturer in advanced training programs. I have also held senior management positions within various local and regional government bodies, gaining firsthand experience in public administration.

I have been invited to speak at numerous conferences and seminars—both in Italy and internationally—on topics relating to inter-institutional cooperation, the role of the third sector, and partnerships between public and private entities.

My contributions to the field of Administrative Law include numerous essays, articles, case notes, and chapters in collective volumes. Among my publications, I would highlight the monograph “Administrative Agreements and Negotiated Planning in the Perspective of Discretionary Power”, published by Edizioni Scientifiche Italiane in 2009.

In addition, I have curated and coordinated multiple territorial development strategies, including projects aligned with European funding and planning frameworks.
